Laser uses light that is absorbed by the pigment (melanin) in the hair, which is why it works best on darker hair and reduces hair efficiently over larger areas. Because it needs that pigment, laser cannot effectively treat fair, grey, white or very fine hair.
Electrolysis treats each follicle directly with a fine probe, so it does not rely on pigment at all. That makes it the only method recognised as permanent, and the only one that works on every hair colour and skin tone, though it treats one follicle at a time rather than a broad area at once.
